Extra ballots a cause for concern

Why is my son still receiving a ballot for the municipal election (at our address), when he moved to Kitchener in 1998 to attend university and has continued to reside there for the past 20 years?

Really, how accurate is the voting process, especially by vote-by-mail, when no one has to show the deputy returning officer any form of identity?

If people who moved out of Beaverton 20 years ago still get ballots, does that mean the deceased also getting ballots at their last known address?

If we just fill out any ballot that shows up in the mail, how do we really know that the voting results are the actual wishes of those living in the township?
